CENSII is a Caribbean geopolitical and strategic intelligence advisory that helps organisations interpret complexity, anticipate risk, and act with confidence across the region.

We combine open-source intelligence, field-grounded analysis, and strategic communications expertise to understand how political developments, structural conditions, and stakeholder dynamics shape real outcomes in the Caribbean. Too often, the Caribbean is treated as an afterthought in global analysis rather than as a region deeply entangled with major global forces. Yet the region sits at the intersection of energy transition, maritime trade, climate diplomacy, financial flows, cultural influence, and digital infrastructure. CENSII was founded to close that gap: to produce sharper regional insight and help clients act on it with greater clarity, precision, and confidence.

How We Read the Region

CENSII approaches the Caribbean through three intersecting lenses: politics, systems, and narratives.

We examine how state decisions, regulatory shifts, and geopolitical pressures shape the operating environment; how markets, institutions, and structural conditions influence risk and opportunity; and how stakeholder perceptions, public narratives, and legitimacy concerns affect what organisations can realistically do.

Bringing these layers together allows us to move beyond surface signals and offer clearer judgment on what developments mean, where they are likely to lead, and how clients can respond with confidence.

We assess Caribbean developments through three intersecting dimensions that shape risk, opportunity, and strategic action:

Political Risk Analysis

We examine the institutional, economic, and structural conditions that shape how risk and opportunity move.

We analyse the perceptions, narratives, and information environments that influence legitimacy, positioning, and strategic response.

Leadership

Shemuel London brings more than 15 years of experience across government, international development, media analysis, strategic communications, and stakeholder coordination across the Caribbean. Prior to founding CENSII, Shemuel held roles with the United Nations High Commissioner for Refugees (UNHCR), where he led reporting, external relations, monitoring and evaluation, and inter-agency coordination functions in Trinidad and Tobago and Belize. His work involved producing analytical briefs and strategic reports for senior leadership, supporting donor engagement and funding processes, coordinating with governments and international partners, and translating complex operational and political developments into decision-ready insight. He has also contributed to regional resilience and advocacy initiatives through consultancy and project-based work with organizations including the Connecting Business Initiative (CBi) and the Caribbean Chambers of Commerce (CARICHAM), supporting private sector resilience and disaster preparedness efforts across the Caribbean, in addition to other consultancy work supporting regional advocacy initiatives, media analysis focused on public perception, political narratives, and strategic communication. Alongside his institutional work, Shemuel develops independent geopolitical analysis focused on the Caribbean, with particular interest in digital transformation, energy security, strategic narratives, citizenship regimes, and the evolving role of small states within a fragmenting global order. His writing has been published by publications including World Politics Review and Geopolitical Monitor. Shemuel is a graduate of the University of the West Indies, St Augustine and the London School of Economics and Political Science.
